Policies Relating to National Office Conflict of Interest and Neutrality
Resolution 200, adopted 27 March 1982
POLITICAL ACTIVITY OF HEADQUARTERS STAFF:
The national headquarters is not to be used by anyone at any time for
partisan activity to aid internal LP campaigns, such as campaigns for the
presidential nomination or for National Committee positions.
The National Director is not to use his or her title or position to aid
any internal campaigns. He or she is not to endorse or support, or vote
for or against, any candidates in internal LP campaigns. Other national
headquarters employees are not to endorse any candidates in internal
national LP campaigns, and they may not be a delegate to the National
Convention.
Resolution 271, adopted 31 March 1984
(Replaced Resolution 200)
RESOLVED that neither the National Director nor any other employee
of the Party shall:
1. Endorse, support, contribute any money, or use his or her title
or position to aid any candidate in any LP primary, or in any campaign
for office, or nomination, within the National LP or any State LP.
2. Serve as a delegate to any National or State LP convention.
3. Permit National Headquarters to be used by anyone at any time to aid
any candidate in any LP primary, or in any campaign for office, or
nomination, within the National LP or any State LP.
PROVIDED, HOWEVER, that nothing in this Resolution shall prevent the
National Director or any employee of the Party from providing
the same information and services that would be provided to any
other member of the Party to any such candidate.
PROVIDED FURTHER, HOWEVER, that in the event of such special circumstances
as occurred in 1983, when there was only one candidate for the LP's
Presidential nomination during most of the year, if the National Director
believes it to be in the best interest of the Party to provide encouragement
or support for a sole candidate for the Party's nomination for President or
Vice-President, the National Director shall promptly inform the
Chair in writing (with copies to the Vice-Chair, Secretary and Treasurer)
setting forth facts about the situation and a recommended course of action.
Upon receiving such information, the Chair may refuse to accept the
recommendation, direct the matter come before the next meeting of the
NatCom or direct that it be submitted to the NatCom by letter Ballot as
he or she shall decide will best further the Party's interests.
No Party funds may be expended in any of the types of campaigns described
in this Resolution.
Resolution 272, adopted 1 April 1984
Nothing in the standing resolutions shall preclude the National Director
and members of the National Headquarters staff from being candidates for
public office.
Resolution 345, adopted 30 August 1989
No employee of the National Libertarian Party shall be a member or alternate of
the Libertarian National Committee. Any person employed by the National
Libertarian Party shall be terminated immediately upon his or her election
to the LNC. This resolution shall be included in all employment agreements
and contracts between the National Libertarian Party and its employees.
Resolution 346, adopted 30 August 1989
WHEREAS the members of the Libertarian National Committee deem it to be
of the utmost value and importance to the discharge of their duties, and the
duties of the officers and employees of the Libertarian Party, that their
dealings with one another on Libertarian Party matters be carried on in an
atmosphere of trust, mutual respect and regard for honesty, with no taint
of personal advantage or other impropriety; NOW, THEREFORE, BE IT RESOLVED
that it shall be the affirmative responsibility of each NatCom member, and
each Party officer or employee, to disclose to the NatCom in connection
with the performance of their respective duties:
(a) if such person's own economic or other interests might conflict with
the interests of the Party in the discharge of such duties; or (b) if such
person's duty to others might conflict with the interests of the Party in
the discharge of such duties. Any such disclosure shall be made at the
earliest opportune moment, prior to the discharge of such duties and
clearly set forth the details of the conflict of interest; and
BE IT FURTHER RESOLVED, that a NatCom member, Party officer or employee
shall not: (a) transact business with the Libertarian Party unless the
transaction is fair and equitable to the Party; or (b) use information
gained in the discharge of Party duties to the disadvantage of the Party.

I. GENERAL POLICY Section 2. CONFLICT OF INTEREST:
A. It shall be the affirmative responsibility of each NatCom member, and each Party officer or employee, to disclose to the NatCom in
connection with the performance of their respective duties:
(a) if such person's own economic or other interests might conflict with
the interests of the Party in the discharge of such duties; or
(b) if such person's duty to others might conflict with the interests of
the Party in the discharge of such duties. Any such disclosure shall be
made at the earliest opportune moment, prior to the discharge of such duties
and clearly set forth the details of the conflict of interest;
B. No NatCom member, Party officer or employee shall: (a) transact business
with the Libertarian Party unless the transaction is fair and equitable to
the Party; or (b) use information gained in the discharge of Party duties
to the disadvantage of the Party.

Resolution concerning consulting work, 10 December 1995
(This resolution was not recorded as an addition to
the Policy Manual and did not change any existing section of
the Policy Manual.)
Whereas, the LNC is aware that LP headquarters employees have accepted outside consulting work,
and, in as much as the LNC deplores conflicts of interest within the Party,
Therefore be it resolved that employees of the LNC may accept outside consulting work so long as:
1. Both the amount of work and the income from it shall be approved by the chair,
2. Employees agree to terminate improper work when requested by the chair.
3. The Chair will report the facts to the LNC.

IV. STAFF Section 3. EMPLOYMENT POLICIES:
A. Employees are bound by the Bylaws and the policies adopted by
the LNC. A statement to this
effect shall be included in all employment agreements and
contracts between the Party and its
employees.
B. No employee of the Party shall be a member or alternate of the
LNC. Any person
employed by the Party shall be terminated immediately upon his or
her election to the LNC.
C. No employee shall serve as a delegate to any National or State Party
convention.
D. Except as otherwise noted in the Policy Manual, no employee of
the Party shall:
1. endorse, support, or contribute any money,
2. use his or her title or position, or
3. work as a volunteer, employee, or contractor
to aid (1) any
candidate for public office prior
to nomination, or (2) any candidate for Party office.
However, this shall not preclude any Party employee from being a
candidate for public office.
VIII. CAMPAIGNS Section 2.
Party resources shall not be used to provide information or
services to: (a) any candidates for public
office prior to nomination or Party office, or (b) any candidates
for Party office, unless such
information or service has been approved by the LNC and are
available on an equal basis to all
Libertarians who have declared they are seeking that nomination,
or are generally available to all
Party members.
